Public Forum - Local Education & Federal Funding Mandates. Dr. Kevin Carson, new superintendent of the Cape Henlopen School District will discuss how local districts work within the mandates of Federal funding. Dr. Carson's background in education in Sussex County provides him with a unique perspective from Vocational education to Woodbridge District in western Sussex and on to the Cape Henlopen School District. A Q&A session follows the presentation.

Aside from general interest, this program is the first of two forums that programs that provide background for a LWVUS study of the Federal Role in Education. Background papers provide a useful orientation for those interested in this study. One background paper describes the history of the federal role in education. Another focuses on the question of equity for children with special needs.

Who Owns Your Water and Water Services: Should You Be Concerned?. A panel moderated by Madeleine Russell will discuss how water and sewage treatment are operated in Sussex County, some by the county, some by private companies like Tidewater Utilities, some by individual subdivisions. Panelists who have confirmed, to date, include Jerry Esposito, President of Tidewater, and Joann Conaway, Acting Chair of the Delaware Public Service Commission. Others are pending. This forum is the first of four exploring whether privatization creates more efficiency and lower prices as promised and is publicly controlled water supply really less efficient and more expensive? These forums represent the LWVSC's local exploration of these issues leading up to a consensus meeting as part of an LWVUS privatization study. Who Owns Your Roads: Who Pays?. Did you know there are no county roads in Delaware? The DE Department of Transportation (DELDOT) is responsible for all public roads outside most municipalities - and subdivisions. If you live in a subdivision, your Homeowners are responsible for maintenance and snow removal. A panel will discuss how the system works, or not, and what requirements there are for subdivisions to set aside funds for future repair. This forum is the second of four addressing issues of privatization of public services and is the League's local exploration of these issues leading up to a consensus meeting as part of the LWVUS privatization study. Fun Lunch. This restaurant at the Sussex County Airport is popular for its good food, good prices, and private room just for us. The theme for this Fun Lunch is Silver and Blue honoring the WASP (Women Airforce Service Pilots) of WWII. Silver Wings and Santiago Blue is a book by Janet Dailey that was made into a film by the same name. They tell the story of the WASP and their heroic and unrecognized work during the war. Following lunch at 1:15, Jim Hickin, the Airport Manager, will meet with us to tell us about the airport, its history, and the future envisioned for it.

Presentation of LWVSC Observer Corps Annual Report. Observer Corps Chair Carole Somers will present the Observer Corps' third annual report to County Council. The report summarizes the Corps observations since February 2011. Observers attend meetings of County Council, the Board of Adjustment and the Planning & Zoning Commission and report to the LWVSC board which reviews the summaries monthly and presents the summary annually to Council and the media. Witness to Innocence. Kirk Bloodsworth, the first man to be exonerated from post-conviction DNA, shed light on the unfairness and immorality of capital punishment. LWVDE is a co-sponsor of DE Repeal, a project aimed at repealing Delaware's death penalty. Please attend and bring your friends.

This will form the basis for new national positions that can be used at the federal, state or local level for League advocacy. The local consensus meeting concludes a series of public forums LWVSC has sponsored relating to issues of privatization in Sussex County.
